Implementation through a System of Progressive Realization. -The implementation of this Act is through the Principle of Progressive Realization: Provided, That the President and Congress have the prerogative to allocate funds to all poverty alleviation programs as they may deem necessary through the GAA. Nothing in this Act shall be construed in any manner as requiring the government to undertake the immediate implementation of all poverty alleviation programs.
