Social Protection. -The government shall implement a sustainable mechanism to build an effective social protection system to ensure the access of the poor to protection from any risk or contingency. The system shall include social insurance, safety nets, social services, and labor market interventions, which shall be made affordable and accessible. This social protection shall likewise be pursued in and during bilateral and multilateral negotiations, including arrangements to be entered into with international financial institutions.
