Nature and-Scope of Franchise. -Subject to the provisions of the Constitution and applicable laws, rules and regulations, there is hereby granted to the Cotabato Electric Cooperative, Inc.-PPALMA (COTELCO-PPALMA), hereunder referred to as the grantee, its successors or assignees, a franchise to construct, install, establish, operate and maintain for public interest, a distribution system for the conveyance of electric power to the end users in the municipalities of Pikit, Pigcawayan, Aleosan, Libungan, Midsayap and Alamada, Province of Cotabato, and its neighboring suburbs.
