Fine. -Any grantee who fails to submit the annual report to Congress shall be penalized by a fine of Five hundred pesos (₱500.00) per working day of noncompliance. The fine shall be collected separately by the ERC distinct from the penalties it imposes for noncompliance of its own reportorial requirements.
