Reorganization of the National Museum. -Except where the provisions of Sections 16 and 17 of this Act shall apply, the Board shall be allowed whenever there is, in its judgment, a need for such, to propose a reorganization of the National Museum, or changes to its organizational structure or staffing pattern, subject to approval of the Department of Budget and Management and the Civil Service Commission.
