Implementing Rules and Regulations. -The Commission, after due consultation with the DBM, DSWD, Department of the Interior and Local Government, League of Cities of the Philippines, League of Municipalities of the Philippines, and other stakeholders, shall promulgate the rules and regulations for the effective implementation of this Act, within one hundred eighty (180) days from its effectivity.
