Implementing Rules and Regulations. -Within thirty (30) days from the effectivity of this Act, the DENR and the DOT, in consultation with the Council, other concerned government agencies, and stakeholders, shall promulgate the necessary rules and regulations for the proper and effective implementation of this Act.
