Declaration of Policy. It is the policy of the State to adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all people at affordable cost. Towards this end, and in order to adequately respond to emergencies, disasters and emerging diseases, the State shall protect the interest and promote the well-being.and the medical needs of the Coast Guard personnel, their dependents and retired uniformed personnel.
