February 3 of every year is hereby declared a special working holiday in the City of Cabanatuan, Province of Nueva Ecija, in commemoration of its founding anniversary. Upon proclamation of the President, February 3 of every year shall be a special non working holiday in the City of Cabanatuan, Province of Nueva Ecija.1шphi1
