The Secretary of Transportation shall immediately include in the Departments program the operationalization of the LTO-Cauayan City District Office in the Province of Isabela, the initial funding of which shall be charged against the current years appropriation of the LTO-Cauayan City Extension Office. Thereafter, such sums as may be necessary for the continued operation of the LTO-Cauayan City District Office shall be included in the annual General Appropriations Act.
