February 3 of every year is hereby declared a special working holiday in the City of Biñan, Province of Laguna, in commemoration of the liberation of the town of Biñan, now the City of Biñan, from the Japanese Imperial Forces, to be known as "Biñan Liberation Day". Upon proclamation of the President, February 3 of every year shall be a special nonworking holiday in the City of Biñan, Province of Laguna.
