Implementing Rules and Regulations. Within ninety (90) days from the effectivity of this Act, the Chairperson of the CHED, with technical support of the Technical Committee for Transnational Education and the Technical Panel for Distance Education, and in consultation with the Technical Education and Skills Development Authority, PRC, BI, SEC, Board of Investments, and other stakeholders and relevant government agencies, shall issue the implementing rules and regulations of this Act. Such rules and regulations shall take effect fifteen (15) days after its publication in a newspaper of general circulation in the Philippines.
