The Albay Diversion Road, Minalabac-Bula- Nabua section (Sto. Nino-Palsong - Topas Road) in the municipalities of Minalabac, Bula, and Nabua, all in the Province of Camarines Sur, consisting of seventeen kilometers and five hundred twenty-six meters (17.526 km.), snore or less, is hereby converted into a national road.
