Repealing Clause. -All provisions of existing laws, orders, rules and regulations, or parts thereof which are in conflict or inconsistent with provisions of this Act are hereby repealed or modified accordingly:Provided,That all provisions of Republic Act No. 9160, as amended, which are not inconsistent with this Act are hereby adopted.
