Implementing Rules and Regulations. -Within five (5) days from the effectivity of this Act, the DOH, the NTF and the GPPB shall, with prior consultation with the Department of the Interior and Local Government, the IATF-EID and other stakeholders, issue guidelines and applicable procurement rules, as may be necessary, for the effective implementation of this Act.
The non-promulgation of the rules and regulations provided under this section shall not prevent the immediate implementation of this Act upon its effectivity.
