Implementing Rules and Regulations. The DILG and the BFP shall, in coordination with appropriate national agencies, LGUs, nongovernment organizations and other stakeholders, within ninety (90) days from the effectivity of this Act, promulgate the rules and regulations to effectively implement the provisions of this Act.
