Action to Collect Balance of Indebtedness. If the proceeds of the sale of securities held as collateral for loans by the Veterans Bank do not cover the full amount of the loan, together with the interest and other charges thereon, the Veterans Bank may proceed against the debtor for the difference: Provided, That any amount exceeding the full indebtedness to the Veterans Bank shall be paid to the debtor.
