Saving Clause. The Assembly hereby reserves the right to amend, alter, or repeal any provision of this Act, and no person shall be or shall be deemed to be vested with any property or other right by virtue of the enactment or operation of this Act. (As amended by Sec. 21, R.A. 1792 and Sec. 20, P.D. No. 735, S-1975)
