Implementing Rules and Regulations. Within ninety (90) days from the effectivity of thisAct, the Secretary of the DENR shall, in consultation with the local governments of the municipalities of Kabayan, Bokod and Buguias in the Province of Benguet; the Municipality of Tinoc in the Province of Ifugao; and Municipality of Kayapa in the Province of Nueva Vizcaya, the provincial governments of Benguet, Ifugao and Nueva Vizcaya, and concerned national government agencies, issue the corresponding rules and regulations for the effective implementation of thisAct.
