Implementing Rules and Regulations. Within ninety (90) days from the effectivity of thisAct, the Secretary of the DENR shall, in consultation with the local governments of the municipalities of Naga and Kabasalan, the Provincial Government of Zamboanga Sibugay, and concerned national government agencies, issue the corresponding rules and regulations for the effective implementation of thisAct.
