The City Disaster Risk Reduction and Management Officer. (a) The City Disaster Risk Reduction and Management Officer must be a citizen of the Philippines, a resident of the City, of good moral character, a holder of a college degree, a first grade civil service eligible or its equivalent, and must have acquired at least five (5) years experience in disaster risk reduction and management or in any related field.
(b)The City Disaster Risk Reduction and Management Officer shall receive compensation, emoluments, and allowances equal to that received by other appointive city officials stated herein or as may be determined by law or ordinance.
(c)The City Disaster Risk Reduction and Management Officer shall take charge of the City Disaster Risk Reduction and Management Office, and shall:
(1)Formulate and implement a comprehensive and integrated disaster risk reduction and management plan in accordance with the framework and policies on disaster risk reduction in close coordination with the local development council;
(2)Design, program and coordinate activities on disaster risk reduction consistent with the National Disaster Risk Reduction and Management Council's (NDRRMC) standards and guidelines, and to disseminate disaster risk information;
(3)Prepare and submit to the Sangguniang Panlungsod, through the City Disaster Risk Reduction and Management Council, an annual plan and budget;
(4)Organize and conduct training, orientation, and knowledge management activities on disaster risk reduction and management and to supervise the local emergency response teams and Accredited Community Disaster Volunteers (ACDV);
(5)Develop, strengthen, and operationalize mechanisms for partnership or networking with the private sector, civil society organizations, and volunteer groups for disaster risk reduction and emergency response purposes; and
(6)Perform such other duties and functions and exercise other powers as prescribed by law or ordinance.
