Section 3 of the same Act is hereby amended to read as follows:
"Section 3. The number of medical personnel, the budget for personnel services and maintenance and other operating expenses of the NMMC shall correspondingly be increased. The Secretary of the DOH shall, in coordination with the Secretary of the Department of Budget and Management and the Chairperson of the Civil Service Commission, and after consultation with the Chief of NMMC, determine the additional plantilla positions to be created pursuant to this Act."
