Implementing Rules and Regulations. -Within ninety (90) days from the effectivity of this Act, the Chief of the PNP shall formulate the rules and regulations for the effective implementation of this Act. The non-issuance of the implementing rules and regulations shall not prevent the implementation of this Act upon its effectivity.
