Implementing Rules and Regulations. -Within ninety (90) days from the approval of this Act, the Secretary of Social Welfare and Development and the Executive Director of the Inter-Country Adoption Board shall, in consultation with the Secretary of Justice, Secretary of the Interior and Local Government, PSA, Council for the Welfare of Children (CWC) and two (2) representatives from child-caring agencies catering to abandoned children and foundlings, formulate the rules and regulations to implement this Act.
