Implementing Rules and Regulations. Within three (3) months from the date of effectivity of this Act, the DTI, in consultation with the FDA, shall issue the implementing rules and regulations (IRR) for this Act. The non-issuance of the IRR shall not prevent the implementation of this Act upon its effectivity.
