Declaration of Policy. Article II, Section 13 of the Constitutionprovides that the State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs.
Pursuant to the aforementioned mandate, it is incumbent upon the State to inculcate in the youth the values of patriotism and service to others through programs that are designed to develop in them leadership skills, a sense of responsibility and stewardship of the environment, a dutiful awareness of their role in the building of safe communities, a love for sports and an appreciation of the importance of pursuing a healthy lifestyle.
