Conduct and Supervision of Plebiscite. The plebiscite conducted and supervised by the Commission on Elections (COMELEC) pursuant to Sangguniang Panlalawigan ng Palawan Provincial Ordiunance No. 935, Series of 2006, as amended, which was duly ratified and proclaimed by the Plebisicite Board of Canvassers on December 16, 2006, shall serve as substantial compliance with the plebiscite requirement under Section 10 of the Local Government Code of 1991, as amended.
