Funding. -The amount necessary for the implementation of this Act shall be charged against the Agrarian Reform Fund, as certified by the Bureau of the Treasury, and the inclusion thereof in the annual General Appropriations Act shall be subject to the existing budgeting process, rules and regulations, and to such other funds as may subsequently be authorized by Congress.
