Declaration of Policy.- It is the policy of the State to protect and promote the right to health of the people and instill health consciousness among them by making health services available, accessible, and affordable for all.
Towards this end, the State shall adopt an integrated and comprehensive approach to health development by providing specialized health services to the general public through the establishment and institutionalization of specialty healthcare centers in all regions of the Philippines.
