Appropriations. - The initial amount of Five hundred million pesos (P500,000,000.00) necessary to carry out the provisions of this Act shall be appropriated from the funds not otherwise appropriated and are available in the National Treasury. Thereafter, such sums as may be necessary for the continued implementation of this Act shall be included in the annual General Appropriations Act.
