Implementing Rules and Regulations (IRR). - The DOF, in coordination with the Department of Budget and Management (DBM) and in consultation with the LGU Leagues, shall promulgate the necessary implementing rules and regulations within three (3) months from the effectivity of this Act. The IRR issued pursuant to this section shall take effect thirty (30) days after its publication in a newspaper of general circulation.1aшphi1
