Implementing Rules and Regulations. - Within sixty (60) days from the effectivity of this Act, the DTI, together with the TP council, shall formulate and prescribe, after public consultations, the implementing rules and regulations and other issuances necessary for the effective and expeditious implementation of this Act. The non-promulgation of the rules and regulations provided under this section shall not prevent the immediate implementation of this Act upon effectivity.
