Creation. - The Negros Island Region (NIR) is hereby established which shall be composed of the following provinces, including the cities, municipalities, and barangays comprising the provinces:
(a) Negros Occidental including Bacolod City;
(b) Negros Oriental; and
(c) Siquijor.
