Implementing Rules and Regulations (IRR). - Within three (3) months after the effectivity of this Act, the DOF shall, in consultation with concerned stakeholders for the effective implementation of this Act. The non-promulgation of the IRR shall not prevent the implementation of this Act upon its effectivity.
