Reorganizing the BLGF and Establishment of the Real Property Valuation Service. - To support the expanded functions of the BLGF and to achieve the policies and objectives declared in this Act, the BLGF shall be headed by an Assistant Secretary. The Real Property Valuation Service, hereinafter referred to as the RPVS, is hereby established within the BLGF and shall have counterpart personnel in the BLGF Regional Offices. The organizational structure and staffing patterns of the reorganized BLGF shall be subject to the evaluation and approval of the Department of Budget and Management (DBM) in accordance with civil service laws, rules and regulations.
