Design-and-Build Scheme for Infrastructure Projects. - In preparing for a procurement project, Procuring Entities may consider employing the design-and-build scheme as a procurement approach whereby a single contractor is responsible for both design and construction of the government building, which allows quality assurance and effective cost and schedule management.
