Existing Powers. - Existing mandates, powers, functions, and privileges granted to electric cooperatives under existing laws, including Section 10 of RA No. 10531, otherwise known as the :National Electrification Administration Reform Act of 2013", shall remain valid and effective, unless expressly repealed by succeeding laws.
