Implementing Rules and Regulations. The Department of Finance (DOF), upon the recommendation of the BOR, and in coordination with the DICT and the NTC, and upon consultation with the stakeholders, shall issue rules and regulations for the effective implementation of this Act not later than ninety (90) days from the effectivity of this Act.
