Right of Innocent Passage. - The provisions of this Act shall not diminish the rights of foreign ships to exercise the right of innocent passage, in the archipelagic waters outside of the archipelagic sea lanes: Provided, That sea lanes, traffic separation schemes, and other associated protective measures for the safety of navigation and life at sea may be prescribed for the exercise of the right of innocent passage through such waters.
