Creation of New Plantilla Positions. - For purposes of this Act, the Department of Budget and Management (DBM) shall, in consultation with the DepEd, the Civil Service Commission (CSC), and relevant professional organizations, create the following new plantilla positions in the DepEd and include the same in the revised compensation and position classification system, and index of occupational services, occupational groups, classes, and salary grades:

The positions of Guidance Counselor, Guidance Coordinator, and Guidance Services Specialist shall be converted or reclassified, or both, to the pertinent newly created positions. The DepEd, DBM, and CSC shall determine the eligibility and qualifications of the newly created positions in accordance with this Act.
