Secretary. - The DEPDev shall be headed by a Secretary who shall be appointed by the President of the Philippines, subject to the confirmation by the Commission on Appointments.
The Secretary shall have the following minimum qualifications: a citizen and resident of the Philippines; of good moral character; of recognized probity, competence, and independence; professionally distinguished in public, civic, or academic service and preferably with a doctorate degree in Economics; has been in the active practice of his or her profession for at least ten (10) years; and does not come within the prohibition on the appointment of defeated candidates within one (1( year after election.
