Transitory Provision. - Upon the effectivity of this Act, all employees of the Pampanga State University shall be retained in their present positions and no one shall be adversely affected by the approval of the amendments to the original charter.
In order to effect a smooth transition to a state university, the incumbent President of the DHVSU shall serve as the first President of the Pampanga State University who shall not be eligible for reappointment.
