Implementing Rules and Regulations (IRR). - The ECCD Council, in consultation with appropriate government agencies and relevant NGOs, shall formulate and issue the necessary rules and regulations within ninety (90) days after the effectivity of this Act. The IRR issued pursuant to this section shall take effect thirty (3) days after its publication in a newspaper of general circulation.
