Implementing Rules and Regulations. - Within ninety (90) days from the effectivity of this Act, the DICT, in coordination with the NTC, the PCC, the DPWH, the DOTr, the DILG and the Department of Economy, Planning and Development (DEPDev), and upon consultation with relevant stakeholders, shall promulgate the necessary rules and regulations for the effective implementation of this Act.
