Implementing Rules and Regulations. - The Department of Finance shall, upon the recommendation of the Bureau of Internal Revenue and in consultation with the Department of Environment and Natural Resources, issue rules and regulations to implement this Act within ninety (90) days from its effectivity. Failure to promulgate the said rules and regulations shall not prevent the implementation of this Act upon its effectivity.
