Free Access to the Internet for the Public. - Subject to compliance with existing laws, rules and regulations, the free public internet access program shall utilize the Free Public Internet Access Fund (FPIAF) to provide necessary computer systems, programs, databases, management and information systems, and core transmission and distribution networks to facilitate knowledge-building among citizens and empower them to participate in the evolving digital age.
