Appropriations. - The amount necessary for the initial implementation of this Act at the national government level shall be charged against the current year's appropriations of the DICT, National Telecommunications Commission, NPC, and such other national government agency, office, or instrumentality concerned. Thereafter, such sums needed for its continued implementation shall be included in the annual General Appropriations Act.
The amounts necessary to implement this Act in the local government level shall be charged against the funds of the LGU concerned.
All appropriations of the national and local government under this Act shall be subject to the existing budgeting, accounting, auditing, and other pertinent laws, rules, regulations, and guidelines.
The DICT is also authorized to receive grants and donations for the implementation of this Act.
