Student Affairs. - There shall be established in the NAAP the following student councils: for every colleges or institute, a student council; for every campus, a campus student council; and for the entire NAAP, a federation of all student councils. The student council shall serve as the primary student body that shall advance the interests, welfare, and aspirations of the students of the NAAP. It shall have the power to adopt internal rules of procedure consistent with the provisions of this Act.
Subject to due and comprehensive consultation with the students, there shall be a student publication established in every campus funded by student fees. Freedom of expression and autonomy in all matters of editorial and fiscal policy shall be guaranteed, especially in the selection of its editors and staff.
