Protection of Indigenous Rights and Community Participation. - Prior to the approval of any nuclear facility, the project proponent shall secure free, prior, and informed consent (EPIC) from affected indigenous cultural communities/ indigenous peoples (ICCs/lPs) in accordance with Republic Act No. 8371 or "The Indigenous Peoples Rights Act of 1997." The proponent shah also conduct meaningful consultations with local government units (LGUs) and Civil Society Organizations (CSOs) to ensure inclusive and participatory decision-making.
