Beneficiaries of the ANCEF. - Within one hundred eighty (180) days from the effectivity of this Act, the DA, in consultation with farmers' cooperatives and organizations, and LGUs, shall establish the Livestock Registry System (LRS) as the master list of eligible AnCEF beneficiaries.
The beneficiaries of the AnCEF are small livestock raisers, livestock cooperatives, associations, or organizations accredited by the DA: Provided, That preferential attention shall be given to livestock raisers who are members of cooperatives, associations, or organizations.
